Add OptaPlanner Benchmarks

We should have to option to benchmark our configuration.

Important information can be figured out like that. For example:

• Which solver works best
• What is the speed of our solutions calculations (should be over 1000/sec - in recent tests, it was 6947/sec for construction)
• Run it on multiple data sets and compare them to each other
